The ET plausible deniability theory came from James Deardorff. It even wound up as a chapter in one of Timothy Good’s books. It’s an interesting concept. I discussed it with Meier supporters some 15 years ago and they eagerly accepted it for the Meier case but of course they didn’t use it for other cases. That would have meant going against megalomaniac Meier who desperately wants to be the single authority on ET contact.
